OCS Hosts (Yet Another) International Training Institute

For the past two weeks, OCS Outreach efforts have once again "gone
global". Today, eight visitors from seven countries will graduate
from an intense OCS-led course dealing with decision-making during
weather-impacted disasters.

These guests will now return to their homes and workplaces in Kenya,
Zambia, Uganda, Nepal, The Bahamas, The British Virgin Islands and
The Phillipines. Each visitor is a professional in his or her
country's telecommunications, transportation, or emergency management
infrastructure.

The course, held in Norman and administered by OCS for the second
consecutive year, was sponsored by the United States Telecommunications
Training Institute. The USTTI's goal is "to share the United States'
communications, technological and managerial advances" with the
developing world.

OCS's highly-regarded Emergency Management outreach program (OK-FIRST)
helped make Norman a natural fit for the course. The added resources
of Norman's burgeoning meteorological community rounded out the course
beautifully. The guests toured private-sector forecasting facilities,
University research centers, and the emergency operations centers of
several of OCS's OK-FIRST participants.

Congratulations are in order, especially to OCS Outreach staffers
Andrea Melvin and Loren Gmachl, for a successful workshop! Also in
order: a warm goodbye to Oklahoma's newest friends from (literally)
around the globe.
