Oklahoma Rainfall Update Overhauled

The Oklahoma Rainfall Update ( http://www.mesonet.org/ocs/rainfall.html )
has been updated to reflect the current seasons.

The climatological "winter" season began December 1st and the Water Year
began October 1st.
